The City of Fulshear recently adopted a new redistricting plan to ensure fair and equal representation for all residents. Redistricting adjusts the boundaries of the City’s five single-member council districts to reflect Fulshear’s rapid population growth and ensure each district represents approximately the same number of people - in accordance with the “one person, one vote” principle established by the U.S. Constitution.
Why Redistricting Was Needed
Since the last redistricting process in 2021–2022, Fulshear’s population has nearly doubled. As a result, the current council districts became significantly unbalanced in population size.
To maintain equal representation, the City Council initiated a new redistricting process in 2025.
How the Process Worked

The City engaged Bickerstaff Heath Delgado Acosta LLP, a firm specializing in municipal redistricting, to assist with the process.

Because 2020 Census data is now outdated, new population estimates were developed using updated dwelling unit counts and the citywide average number of persons per household.

Instead of traditional Census blocks, the consultant and City staff used a “parcel group” approach, grouping properties into logical neighborhoods and developments that better represent Fulshear’s current growth patterns.

The City provided multiple opportunities for public input, including a public hearing on September 16, 2025, and open discussions at City Council meetings on June 3, September 2, and September 16.

Following review and public feedback, the City Council adopted the new redistricting plan at its September 16, 2025 Regular Meeting.
What’s Changing

The boundaries of all five City Council districts have been updated to reflect population growth and maintain balanced representation.

These changes will apply to all future City elections.

Staggered Terms and 2026 Election Changes
As part of the redistricting process, the City also adopted staggered City Council terms to promote continuity in leadership and maintain institutional knowledge on the Council.
Under this system:

All City Council seats will be up for election in May 2026.

Following that election, staggered terms will be implemented:

Districts 1, 3, and 5 will serve two-year terms (next up in 2028)

Districts 2 and 4 will serve three-year terms (next up in 2029)

Afterward, elections will continue on a staggered, two-year cycle.
